Shippensburg University Hosts 'Future of Waste Water Management in Central PA' Symposium October 28
"Inter-municipal cooperation is essential to the development and management of sewage and wastewater treatment facilities to adequately respond to the public need for clean and safe drinking water and wastewater treatment." Attorney Feinour says.
(Harrisburg, PA) -- Nauman Smith municipal law attorney J. Stephan Feinour will address clean water and water-treatment legal issues at an important public symposium on the subject sponsored by the Shippensburg University Center for Land Use in Shippensburg, PA. 'The Future of Waste Water Management in Central Pennsylvania' -- will be conducted for the public and municipal officials in Adams, Franklin, and Cumberland counties, Wednesday, October 28, 5:30- 7:30 PM, at Shippensburg University, Shippensburg, PA.
"Water management and wastewater treatment is a critical infrastructure issue facing citizens, homeowners, and municipalities across the mid-state," Feinour said today.
"There are several important steps we can take to address the situation, despite the obvious challenges involved." Feinour, whose legal practice includes municipal representations in Cumberland and Dauphin counties, added, "I'll address some of these problems and solutions, from a legal perspective, at this important symposium."
Feinour pointed to requirements of the federal Clean Water Act and tightened nutrient discharge limits of the Chesapeake Bay Tributary Strategy as necessitating the regional upgrade and improvement of municipal wastewater treatment facilities. "The issue has raised an array of related public concerns critical to public health and water quality objectives." Feinour said. "This situation will require local communities to identify common problems and conflicts, and move forward with appropriate planning and inter-municipal cooperation to facilitate effective sewage management on a local and regional basis."
In addition to Mr. Feinour, the symposium panel provides a variety of expert perspectives on the issue, including: Tony Dawood, P.E., Dawood Engineering; Edward Corriveau, P.E., Planning and Finance Chief, PA DEP; Vickie Johnson, Project Specialist, Region 3, PENNVEST; and moderator, Dr. George Pomeroy, Director, Shippensburg University Center for Land Use.
A member of the Nauman Smith firm since 1977, Mr. Feinour regularly represents municipalities, municipal zoning hearing boards and private developers in land use planning and zoning matters, eminent domain proceedings and real estate transactions. He serves as the solicitor for several municipalities and zoning hearing boards.
