Attorney J. Stephen Feinour to Address Infrastructure and Land Development
Presentation taking place at the Four Points Sheraton Hotel & Suites, Lehigh Valley Airport in Allentown, Pa. on March 5th
February 21, 2009(Harrisburg, PA) -- Nauman Smith Partner J. Stephen Feinour, Esq., will review important infrastructure and land development legal issues at the upcoming seminar, "Zoning, Subdivision, and Land Development Law in Pennsylvania," at the Four Points Sheraton Hotel & Suites Lehigh Valley Airport, March 5, in Allentown Pa.
Mr. Feinour, who serves as solicitor for several municipalities, is involved in a variety of infrastructure and water issues and he will address, "Exactions, Dedications and Impact Fees," covering the subjects of municipal required dedications of rights of way and easements as a condition of plan approval, dedications for street, sewer and storm water improvements, open space and recreational easements, and impact fees and "in-lieu" payments.
"These issues impact on a variety of increasingly complex infrastructure concerns across the state," Mr. Feinour said, "and my comments are designed for engineers, architects, developers, planners, principals, real estate agents as well as brokers, lenders, surveyors, title officers and other land use officials."
Mr. Feinour, a member of the Nauman Smith Right-To-Know Practice Group, will also provide updates on the new PA Right to Know Law and its impact on third party vendors providing land development services to Pennsylvania government entities. "There are several issues vendors need to be aware of moving forward now that the new law is active." He said.
Other topics covered by co-presenters at the day long CPE seminar include "Land Use and Section 1983 (Civil Rights actions), Relationship between the Municipalities Code and Community Development, Substantive Challenges and Curative Amendments to the Zoning Ordinance, and Update on Recent Court Cases.
