February 22, 2006(Harrisburg, Pa.) - Nauman, Smith, Shissler and Hall announced today that the firm's senior partner, Spencer G. Nauman, Jr., has been selected by Speaker of the House John M. Perzel (R-Philadelphia) to serve on a committee to study recommended rules of conduct specific to attorneys who lobby the legislature and are subject to oversight of the Supreme Court. The Rules of Conduct for Lawyers Who Lobby Legislative Advisory Committee is being organized by the Speaker to obtain guidance in drafting legally-binding lobbying reform legislation.
"I consider my appointment to the advisory committee a great honor and responsibility," Nauman said. "I commend the Speaker for quickly organizing a forum where legislators, attorneys and former justices can come together to formulate guidelines that will be considered in the process of generating legislation in the House of Representatives. This comprehensive process to establish policy is an excellent service to the people of the Commonwealth," he added.
Spencer G. Nauman, Jr., is the senior partner of Nauman, Smith, Shissler and Hall, the oldest law firm in continuous existence in Harrisburg. Founded in 1871, the firm celebrated its 135th anniversary last April and was recognized by Harrisburg Mayor Stephen Reed who said, "A law firm can not last as long as Nauman Smith without integrity. Throughout the firm's 135-year history, they have maintained integrity and it has set them apart."
Nauman is a Princeton University graduate and received his Bachelor of Laws degree from the University of Pennsylvania. His primary practice areas are corporate, probate/estate planning, taxation and insurance. The law firm of Nauman, Smith, Shissler and Hall does not offer lobbying services.
"Spencer Nauman joins a group of skilled and respected legal, judicial and legislative experts asked to serve on the Rules of Conduct for Lawyers Who Lobby Legislative Advisory Committee," Speaker Perzel said. "As a practicing attorney for more than 40 years and highly respected within the legal community, I am confident that Mr. Nauman's contributions to the committee will be of great value in meeting our objectives."
Founded in 1871, Nauman Smith has played a unique role in the history of the United States. In 1879, the firm's founding partner successfully defended Major Marcus A. Reno, Seventh Calvary in the Court Inquiry into the conduct of the Battle of Little Big Horn on June 25-26, 1876. In 1881, law firm partner Wayne McVeagh served as the U.S. Attorney General under President James Garfield. Nearly 30 years later in 1912, President William Howard Taft appointed John B. McPherson, a partner in the firm, to the U.S. Court of Appeals for the Third Circuit. In 1968, partner James S. Bownan was appointed the first President Judge of the Commonwealth Court of Pennsylvania. For more information, visit the Nauman Smith website at www.nssh.com.
